The question tries to make you believe there's more to it than you can see. There isn't. We are asked the final quantity of water, not milk.
Initially, we had X litres of milk. After the thief did what he did, we now have (X - 1221 22) litres of milk.
Note: Quantity of the mixture wouldn't change, as the thief replaced the milk with the same quantity he stole.
Let quantity of water be yy, then:
X122+y=XX-122+y=X \newline y=122y=122 litres.
